Ripoff withdrew money out of a TARGET atm later finding out it was counterfiet and wouldn't help me with issue

I withdrew $200 out of an ATM inside TARGET and $80 were counterfeit. When i asked for assistance on this issue the store manager at the time said it wasn't their problem because it wasn't their machine. I told them if it's not your machine what is it doing inside your store and giving me a reciept with TARGET printed across the top. They said it's another company that deals with the machine, I asked them if there is a number that they can give me to that company. They said they don't have a number, and also said they don't know what company is responsible for the machine. I than stated "how can u do business with someone you don't have any kind of information on". They replied "well its not our machine so its not our problem, have a good day". I than went and made a police report on the incident, the officer said "this isn't the first time somebody has complained about that same machine about the counterfeit money". They took the $80 as evidence and on top of that charge me $20 for the police report. We than contacted TARGET corporate headquarters, where we got the run around for about two weeks saying someone will call u back to handle this situation. Two weeks turned into two months and so forth. This was on 08/01 and nothing has been done. We are talking about a FEDERAL OFFENSE, JAIL TIME!!! But nothing has been done so we're out $100. Neither TARGET, nor local law enforcement BALDWIN PARK POLICE DEPARTMENT, nor the FED'S have not done anything about it. Where is the justice in that. We were better off going to McDonalds and slipping those $20 bills one at a time and made it someone else's problem but stupid us we thought the justice system would prevail. Guess not "justice is blind" crime does pay after all.
