Is a ripoff

I recived a credit card from capitalone over 5 years ago, i when i frit recived the card my credit limit was only a hundred dollars, i never did uses the card again i return the card back to the bank. They kept charging high late fee on the card. Until they ran it up to $1,088.00 on the 1/12 they had the police to server me some court papers. The won't me to pay them $1,088.00 for $100.00 what kind of peoples of they. I'm a widow my husband pass away on the 13th of december, he was a disable veteran his income was the only ncome was coming into our home. Now that he is no longer living the va stop his income. I only recive $98.00 social security what can i do about these peoples. Thank you
