Took money from bank acct with no credit card given

I recived a phone call from this company telling me that they are offering a credit card with a limit of 2,500 with a 200.00 deposit, along with the card will be a certificate for 200. This certificate could be used towards a payment up to 200.00. And this card could be used any where with no annual fee. Once the first payment was made, I then could take money from the card up to 1,000 to use as i saw fit, It sounded good and i gave them my bank info. The man then told me that the card would only take 10 days to recive. Gave me a number to call if i had any Questions.

So on the 11th day when not reciving my card i called this number and recived an answering machine stating thank you for calling national consumer services, our office hr are and then he said if you recived this message during buisness hours we are helping other people, please leave your name and number and someone will get back with me as soon as possiable. Some one did call me at 6 am my time and told me that i should recive the card around the 21st to the 28th of march but no later, as of today march 31st i have recived nothing.
