Ripoff, Fradulent credit reporting on AT&T account I paid in full 5 years ago

I received a credit alert from equifax and to my surprise I see this company I never heard of or heard from. (Pallisades Collections). I paid my AT&T account years ago and now it popps up as a collection.

Who monitors these companies actions? Can anybody file a collection against you and have no verification process. The credit beurau knows how this damages your credit score and how difficult and time consumming it is to get these things resolved. There has to be put in place a means of regulation.
