Pallisades collection agency aka at&t wireless ripoff, fraudulent billing reported on my credit report by on dispute settled 5 years ago

I settled a dispute in 1999 with AT & T Wireless. Five years ago. Last month I got received a letter from Palisades Collection demanding the full payment! I called and explained the situation and they would not accept anything I had to say and became VERY nasty and continued to call and harass me. I sent a letter with the name of the agency I had settled with and a check number. The next thing I found out it that they have marked my credit report. HELP! What more can I do then dispute this? THis should be illegal.
