Ripped off by Where did my money go

I sent HRS USA a check for $40.00 on 2/12. It was received at HRS USA on 2/16. HRS USA states the check was for only $7.16. I have been charged a late fee and an out-standing balance. When I called HRS USA I was told that they can't do anything until I show proof that I did make a payment of $40.00. So now I have to wait until I receive the canceled check from my bank.
