Ripoff not apply money right

I pay my morgage weekly with benefical. So i end up making a 13th payment. Well for more then 2 years they have not been apply my extra money to the priciple, they are still take out there interest first. So when I make a extra 174.00 an the 5th week on some months only 33.00 go's to the priciple. I think there is something wrong there. I have told then that this can not be right I was told anything you pay over you reguler payment goes to the principl. Mine is not. I am trying to get refinced thru some one else.
