Refund of $75.40 Never Received After Online Purchase

I bought an item from Cheries Designer Boutique in October. They eventually transferred a refund to the value of $75.40 to my PayPal account on 21 February. But to date, I still have not received my money from either PayPal or Cheries Designer Boutique.
When I bought this item online, PayPal was very quick to debit my local account. However, it is very difficult for them to transfer my refund back to my account now. They have done the same before without any problems. What seems strange is that, in this particular case, they are unable to transfer my refund back to my Absa account.
My advice to everyone who reads this message is that they should never be fooled by these people. They seem to make the process easy in the beginning in order to get your money!!!
