Citibank Did NOT Notify for New Fees - Citbank Checking Account

Citibank decided to place a $20.00 monthly fee and raised the min balance to 15K on a previously no fee checking account WITHOUT any notification. Is this lawful? I call the charges unauthorized for I am unaware of it. Don't this company have a policy on account modification? No postal, No email, Not even a message on my online banking account to notify of the new fees. Citibank do not have the right to charge without consent! Ctibank did not give any chance for the customer to decide, switch to another type of checking account, or to close the account. Unfortunately I trusted Ctibank and I just now found out after a year of charges. According to the customer service the changes occured in December. Ctibank took $240.00 out of my account without my authorization. When I asked for a fee reversal Citibank would not allow it. I am really disappointed by the way Citibank do its business! Solution for this issue?
