L'Oreal Excellence permanent hair color # 10

I have been using your Excellence hair coloring product for years. The last two times the results were a waste of time. The bleaching portion of the product did not work. The hair was really soft after rinsing and before the conditioner. My my hair is 75% gray and I used #10 and have an inch of gray hair showing. What' the problem?
