Receivers Not Working - Receive

I am being billed for 4 Directv receivers that DO NOT work. I've tried everything to reset, but cannot get any channels.
I attempted to phone Directv who wants to charge for a Tech to visit my home are repair their equipment.

Has anyone started a campaign to alert customers and potential customers of this issue? To close the contract will cost $100 which I believe is extortion. Please advise.
