Cable rates raised in the middle of a contract

Time Warner just raised my "all the best"package rates about $20.00 per month. I am under contract until mid October, and was led to believe that my package price was guaranteed. I called Timed Warner and a representative told me that it was "an across the board increase". I have since spoken with at least one other Time Warner customer who indicated that his bill had not increased. What's the deal?
