Refused to print boarding pass, then screwed me out of my money

On Monday, July 23 I showed up to the Oakland Airport forty minutes before my flight with Allegiant Air was supposed to depart. Granted I was late, but what I didn't expect was to have the girl at the counter refuse to print my ticket. Apparently they created an arbitrary rule that if a customer does not show up 45 minutes before departure, they will refuse to print the ticket, and that customer will not be able to get a refund, or even credit toward another ticket. I have already called their customer service and argued with some poor girl over the phone, but was not able to make any inroads.
