Did not include what was promised

I booked a hotel waterpark through expedia. When I booked, I ordered the waterpark package, which was to include a double bed room with 4 waterpark passes included. When I got to the motel to check in they said we do nbot get the waterpark passes thru expedia. So why does expedia offer this package if it is not honored? I had to spend an extra $200 that I thought was included in our reservation. Not happy!
