Billed my account for a ticket which I never got as promised in 15 mins. A ticket was issued

My bank account was charged for a ticket that I never got as promised by Priceline within a 15 mins period. A ticket message was transmitted a day later at which time I had already purchased a ticket. How ever they still billed my account and by so doing I had to pay $5.00 daily late fee and $35.00 for accounts over withdrawal leaving me with expenses well in excess of over $300 - $400.
