Chevron breaking the law - GAS

Today, 12/21/09 at 17:21 I asked my daughter to go inside the store and pay $20 towards pump#12. The location of the gas station is Angels2 9902 Emmett Lowry Texas City, TX. I then proceeded to pump gas into my vehicle. When the pump stopped at $17.18 I went inside to ask for change back. The attendant (Amanda) stated that the screen was broken and that I had indeed received the correct amount of gas. I asked her how could I ascertain that I did indeed receive the amount I paid for, if the screen was broken and why did she did not inform me beforehand. She stated that, had I gone in personally, she would have told me, thus confirming the fact that she was well aware that the pump is not showing the correct amounts. When I informed her that I am pretty sure that it is against the law to dispense gas without a way for the consumer to assure her/himself that the correct amount was dispensed, she was very rude and told me that she is sure that I got the correct amount of gas, and pointed to the purchase receipt as proof. I also called the gas station's number at 832-265-4213. The man I spoke to refused to identify himself. He stated that he was also aware of the fact that the display for the pump was not correct and when I asked him why he did not inform customers about this situation he became quite confrontational. I feel that they should not have been selling gas out of this particular pump since they knew beforehand that the pump's screen is not showing the correct amount. I was treated very rudely for pointing out my right to know that I received what I paid for. I would like to know if there is an agency that regulates this kind of behavior,
