Asked for fee and sent one employment letter after 6 years asking for visa fee again

Back in 2004 I paid this company a fee of $39.00 for assessment fee and never heard from them.in I received one letter of employment from the company stating that I have been selected for the post of Gift Shop Store Keeper with PACC and I need to pay additional $300.00 for following items:

1) Visa Fee $150.00
2) Medical Clearance Fee $75.00
3) Identity verification Fee $75.00

Is this company fraud / scam or whatever?
