Missing water shoes, Bag opened and no note left

Just returned from Mexico and had my second occurrence of upset with United. When I got to the hotel, I noted my luggage had been opened and a change in my packing. No note had been left in luggage re same. One of my new water shoes must of fell out and missing. I was unable to purchase a new pair there and therefore was at a loss for same. Why was there not a note left in my luggage? They were only $10 but I sure missed them.
