No refund on hotel under construction

Hotel was under construction on SPRING BREAK. Couldnt use the pool... Called expedia over 11 times and the phillipines and noe on there would help me they just kept hangin up on me... Sent in formal complaint to the heaquarters. Never heard anything back. Called headquarters, they were suppose to "resolve " it and call me back. That was 3 months. Ago still waiting for the "resolution call" DONT USE EXPEDIA _THEY STINK!!
