Avis extortionate additional fees and no follow up on complaint - additional fees

Despite confirming with an identified customer services individual ahead of my trip that I had full insurance liabiility coverage with no excess included in the price of my vehicle hire in Mexico (which was the reason I went ahead with it), upon arrival they refuted this and my only 'safe' option was to cancel the hire (which we obv couldnt do as needed a car hence we had pre booked one!) or pay the extortionate excess they demanded for excess waivers. This constituted a 100% increase in the price we had already paid and were quoted! Despite numerous emails back and forth and requirement to elevate my issue and numerous delays 4months on they have disappeared into the ether with my money and I have heard nothing more. This is surely unethical and misselling not to mention bad customer service???
