Pays H1B Visa Holders but not US citizens during recurring layoff period

Hi lately we were informed you will see two-week layoff intervals beginning in September and again in March. Verizon won't be spending its people Resident employees throughout the continuing layoffs however they may proceed to pay for their H1B Visitor Employees their wages (despite the fact that they also are officially "let go" during this period. That is an unjust business training also it makes no feeling why our Government allows this! We're US Residents if you should be spending your international visitor personnel although not your US Residents subsequently DAMMIT you've NO COMPANY within America!
