Ripoff Received money delivered nothing

My son sent Mr. Turner 120.00 dollars for a head and valve cover for his 1988 honda fourtrax atv.
Mr. Turner e-mailed us on June 1st that he had received the money order and we have not heard from him since despite many, many e-mails from us.
He has not acknowledged us at all after he received the money and has made no attempt at all as of today to contact us about sending the parts or a refund.
My son races the atv at the fairs and will be sitting out this year because we could not get the part we paid for in time for the competitions that start Sunday the 18th of June.
We have e-mailed Mr. Turner about 80 times and not one single response.
