Sold me a defective part, said send it back and get a refund, never got it

Bought a hood for a 99 Sea Doo GTX Ltd, looked great on Ebay. It did not sell and I made a deal with him to buy and pay thru Pay Pal. Pay Pal doesn't suggest paying that way. Must use Pay pal thru Ebay. When I got the hood it was damaged in shipping. UPS picked it up and when he got it back he said it was not the same hood he sent me. This guy is a idiot. I had the police dept go there and check it out and the officer said he was lieing because I sent the officer pics of the hood before I sent it back. Because the prosicutor said it was under $500.00 they would not pursue the criminal charges. So I wonder how many times this guy has sold this hood like this and got away with it? I tried several times to reason with this idiot. He emailed me and said as of July 1 the shop was closed. So I guess I'm screwed out of my money but if I didn't live so far away I'd go there and show him how a Ga boy gets a refund. Got a lot to do with his butt. LOL Beware of this crooked SOB
