Catsprite Won't refund $

This company is owned by an individual. I ordered a dress from her through her website using PayPal. She was uncommunicative and I tried to cancel the order, but with PayPal it's very difficult to cancel an order. I ended up speaking with this woman on the phone and she agreed to send me a dress, but she sent the wrong dress so I returned it. She would not refund the money. I submitted a dispute and claim escalation in PayPal, but their system is such that — since I had to pay in two installments according to Tiendaholics policies — I could not get the total amount back. I suspect that this woman is fully cognizant of PayPal's processes and is using them to rip people off. And PayPal won't discontinue her account. They are more protective of the sellers than the buyers. Caveat emptor with PayPal. And caveat emptor with Tiendaholics.
