Refused a refund for a company that is not calling me back

I bought 2 chiropractic evaluations and massages a few months ago. I called the office several times to make an appt and no one has called me back. They answered once and said that their computers were down and they would call be back the next day and they did not. I requested a refund and LS said that they could not honor my refund. They suggested that I give the voucher as a gift. Why would I put someone else through this?
