Illegal billing without explanation for $15.09 in collect charges while no one was home

I have charges on my phone bill from Frontier communications billed for zero plus dialing for a collect call made to my home while no one was home for $15.09. Josh at frontier was trying to tell me that the call was made from my home phone and there was nothing I could do about the charges. Wrong thing to tell me josh! See ya in court if these charges are not removed.
