Long Distant Charges

Frontier is charge their customers long distant charges that are against the Federal Communiations Guidlines. The other two servers in the area follow this federal law. Why is Frontier charges long distant charges for local calls and gets away with it. I will not but the two numbers on line that I personal experienced.

Are world wide massive companies like Frontier so powerful they make their own laws?
