AT&T
Nco collections agree to take 1/2 of amount owed took the money and sent the other half owed to another collections agency

I was a customer with ATT for over 15 years, with the economy got behind on bill "first time ever" called and ask them to turn the phone off and let me make payment plan. That was againts there policy I was told. Sent to a collection agency, NCO they agreed to take 1/2 of what was owed "late charges". I go to get a phone and ATT say's I owe them money.
