Told to pay Virginia taxes from 1994 and 1997 or face garnishment

I received a call this evening from DCS saying they wanted me to pay taxes owed to the Commonwealth of Virginia for years 1994 and 1997 totaling $11,237. They told me I had to pay it now or the state would garnish my wages and put a lien on my home. I have no idea where the copies of returns from those years are or how to get copies.
They then tried to get me to make a payment and again, I told them I was not paying out any money to anyone without documentation from Virginia showing what I owed and why. She told me if I didn't call by Monday, 2:45 pm PDT, and make a payment of the majority of the money owed, the state would start the garnishments and set up the liens.
Don't know what to do or where to turn.
