E-Book Refund Shown as Sent to Bank but Never Received

I am filing a report. I recently purchased an e-book from a vendor and was not satisfied. I asked for a refund, and he provided it. Then I checked my PayPal account, and it said my purchase was refunded and transferred to my bank. I looked at my bank account and I do not see the refunded money from PayPal. I emailed them numerous times, and they seemed uninterested and have not even responded. They basically scammed me out of my money.
