Ripoff paid phone bill in june cut off 3 days later have yet to get refund as of 8-3 04

I had phone service w/t teleconex paid bill on 6-11-04 on or about 6-13 or 14-04 did not have dialton went to call found out they were no longer serviceing my area was told i would be getting a refund in about 5-weeks have yet to get it when i call there 1-888-831-4300 it says no longer in service i have also got another bill for august
