Representative lied about rebate

The website offers a free trial; but in reality, you are signing up for a monthly subscription.
When I called to cancel the subscription (the only way they will let you do it) the representative agreed to refund $39.72, or two months fees.
The total refund came to 1/2 of what was promised, or $19.86. I sent support an e-mail telling them what had been promised; but it has been ignored and the additioal $19.86 has not been forthcoming.
