Took fifteen hundred dollars for water softener and never delivered

While living in Rockinghan county Mr Ott came to out house and was selling water conditioners. And with hard water we wanted one installed. We gave him fifteen hundred dollars to have one installed but he never showed up. We then took him to small claims court and he was to give back thirteen hundred and keep the rest for restocking. He has never paid and i would like to have my money back. But he does not work at a honest job to garnish his wages. Now i would like to file a criminal report for extortion.
