Telemarketing Reference Kansas State Troopers Association are they really working together?

Our company received a call this morning from someone asking for the owner. I asked for the person's name, which he gave me. Since I did not recognize the name, I asked who the person was with. He stated he was with the Kansas State Troopers Association. When I told him the owner was not available, he hung up. We have Caller ID. The telephone number that came up was 757-486-7400, name unavailable. I knew this wasn't a Kansas area code, so I did a reverse phone directory search. The listing is for:

I also found the Kansas State Troopers Association website and sent an e-mail to them asking them if this was a legitimate call. I have not received a response from them at this time. The only approved agency named on the KSTA website is DayCom, Inc.

Does anyone know anything about Contract Communications, Inc. And is it legal for them to say they are "with" a law enforcement agency?
