Order of $250 accepted by stteebar, still not received nearly a year later, New Jersey

ON 23/2, an order was placed with steebar for $250 worth of pen parts, this was withdrawn from my credit card as well as postal charges for the consignment, nearly a year later, after repeated phone calls and emails on my part, and repeated assurances on their part that the order would be forthcoming shortly, i have still not received the order, nor have they replied to any of my emails, or messages left.
