Stolen monies

This last April I had my services turned on through Choptank Electric. My deposit was $349.00. Even if I had good credit. I live in a limited budget. I received a grant of 120 dollars to be applied to the bill. Since then two bills have been generated. One for 47.00 and 57.00 which leaves a credit of 16.00. They started and put me on a budget of $48.00 per month. Which is due now. Even if the bill has already been paid, I still in pay an additional $48.00 for the same month. Some how the $57.00 plus the $16.00 credit magically is gone. All the monies including the deposit goes to the company. If my bill gets higher than the $48.00 I still pay the difference. That is not a budget... Where did the money go?
