Patrick (refused to give his last name) from corporate going back on its word

The past few days i have been trying to find the balance on my wal-mart money card. Everytime i call the customer service hotline i was asked to enter my card number wheni did it would tell me - your refund has been issued... Goodbye. Huh? What refund? So i tried to then get through to customer service again only to get to the same conclusion... Goodbye. The automated service wouldnt let me through to a representative, so i faked havin my card stolen until i finally talked to a person who informed me my card was closed because i violated the agreement and allowed someone else to recieve their taxes through my card. Someone who's name wasnt a direct holder of the card. I specifically remember calling (in feb. 2011) the walmart customer support line and checking with a representative, getting an ok, and then proceding. I ended up getting transfered to corporate to a guy named Patrick, who refused to give his last name and then told me at the time of the direct deposit "febuary cards were able to recieve a direct deposit not in the name of the direct card holder. Between March [2011] and April [2011] the policy changed." resulting in my card being canceled September 19??? If it was allowed at the time and can be changed and therefor change the past then how can we trust any thing. How do we know we wont be prosecuted for something in ten months that were doing now because at this moment in time its ok?
