Undesireable electrician

This electrician fleeced me for 650 for some work he was supposed to do for me.

He claimed I didn't need a permit, when I told him I would, attempted to do some work required by the city.
He said the work was not done correctly, and I have been trying to contact him for a month now. I finally had to hire another electrician. He will not call me back.
I want my money back.
