Illegal late fees, 3rd party billing for water, trash and sewer based on their calculations not metered

When I moved into my apartment 3 years ago, I was told I would be required to pay for water, trash and sewage. The fee was $18.00 and I would pay it with my rent. After the first month, we were informed that we would be billed by a 3rd party and we would no longer pay the office directly. My first bill, 25.00 for sewer, 15.00 for water and 10.00 for trash. Also added on was a 2.75 service fee and also a 5.00 late fee if not paid in. Less than 14 days. Today I received a notice in the mail about a class action law suit against Ista. I may be entitled to 25.00 if won. I am thinking I should at least recover every late fee. Also cannot understand how my water and trash is so high in. A two bedroom one bath apt. Property management should also be held accountable for this.
