Water Leakage: city, SRP nor Amer. Water want to fix

An overflow pipe has been pouring out water for about 10 months, on the West bank of the canal.

Called SRP, City, American Water Co. They investigated, a valve is broken, but no one is the owner of it and will not fix it. WHO can trace the construction of it in order to fix it?
