Ripoff collect call to me in IL was billed thru a disconnected phone in Missouri at $104.67 on my bill

I live in Rockford IL. I received my January 1 phone bill from SBC, which is my local phone company.
There is a charge of $104.67 for a long-distance call made to my phone on 12-18 which originated from St Louis Mo., & includes four different types of taxes. I don't know anyone in St Louis Missouri. The number on my bill is area 314-678-0145 & lasts 76 minutes.
SBC bills out of Chicago IL. It says SBC Bill Payment Center Chicago IL 60663-0001.

My first call was to SBC at 800-244-4444 & the CSR told me I needed to speak to MCI Telecom USA since the call was billed from them. She said SBC had no authority to remove the charge.

I was then given the phone number to MCI Telecom at 800-777-2321 and asked for a supervisor. I spoke to "Chinelle" (sp) who claimed to be the supervisor. This was on Jan. 15, and Chinelle told me to talk to MCI. I said you are MCI and she told me that Telecom is a "division" OF MCI but I needed to contact MCI. I told her that I didn't know anyone in Missouri and asked her if she could call the phone number on my bill and see who they are. She had to ask someone else if she had the authority to make the call & she did, while I was on hold. Chinelle came back to the phone and told me it was a temporarily disconnected number. Isn't that interesting? She then gave me an address to write a complaint to since I apparently could not speak to anyone in authority who could help me.

I fully intend to contact the FCC as I found their info on how to make a complaint about telephone crooks on the FCC website.
