Said I recieve a shipment on Feb. 22 and I never received it

The company said, I received their product on Feb. 22 nd. The post offfice says they delivered it. I never received it. I canceled after second shipment arrived on April 6th. They will cancel that but are going to charge me for the first shipment, which I did not receive.
