Unauthorized Charge

I tested my Paypal purchase record and that I discovered People Wise had created an unauthorized demand on my bill. On 01/27 I created two approved funds to People Wise totaling $69.90 to get a twelve months endless research. Nevertheless, on 02/03 one more cost of $35.40 seemed on my bill without any description.

People Smart has decided also return $65.35. I'm no further an associate however they still owe me $39.95. They've provided no logic behind why they created that extra cost. Paypal doesn't have logic behind why they okayed that unauthorized purchase.
