Unauthorized charge of $30.00

I simply discovered a cost of $30.00 created on 5/1/09. I never requested/activated for this or did I actually notice about that organization before today. I spoke to some Mr. Orly @ 1 866-823-9498 ext. 23587 and he assured me that the credit could be created. I had been to get a confirmation mail in a few moments.By 1 1/2 afterwards, I still haven't gotten this mail. He'd not tell me who approved this cost.
