Is a Japanese company that does not ship when they say and then just keeps putting you off until it's too late for you to dispute on paypal

They advertised a Kids Bears Jersey for 19.99 for my daughter for Christmas and also had a shipping minimum so I ordered another more expensive jersey that I also wanted. They never shipped it before Christmas so I tried to cancel, then they told me my ordered shipped. I only received the more expensive jersey. They could not tell me when the Bears jersey would be in stock to ship so I asked for a refund. They kept claiming they were crediting my paypal account but the credit never came. I went back and forth for a few weeks and no credit. I was in fear of waiting any longer because you only have 30 days to file a dispute with paypal. I filed the dispute and they kept telling me they shipped that item, and no I never got. Then they said they processed the credit and no I never got it. Then they said I have to remove the paypal complaint before they will give me credit. Which I did not and paypal said it was good I didnt or the chances are I would have been out of luck becausewww.
