Took funds for inground pool installation and stole the money from me

He ripped us off, took the money and ran, the usual m.O. With this guy. We are left with no pool and a big hole in the yard. His excuse as to why he did not install the pool is that his partner ripped him off and the IRS levied his bank account. Therefore, he no longer has the money - however, he stated he will have the money in two weeks after he completes a Woodbridge job. He probably planned to pull a "Madoff" by taking new payments from other people to put in the pools of those he has already contracted with. I wish I had those folks' phone number to warn them. Anyway, I am in the process of trying to recoup my losses from the company he worked for "with no money up front" and I am going to the police and filing a civil suit against this guy, and I will not stop until he is in jail - although I don't expect to get any of my money back from this thief, he already has so many judgment against him.
