Seller is rabin70 AKA Mark Rabinovich ebay seller frauded me $135, ebay dispute window closes at 45 days so no way to dispute, ebay will not allow me to dispute nor do they care to look into this fruadulent seller of watches

Ebay/PayPal has a 45 day window for filing disputes. I got screwed out of $135 by an ebay seller "rabin70" as he has devised a clever way to avoid ebay intervention by exhausting the 45 day period to file a dispute. Here is how:

I purchased a new watch from rabin70 (AKA Mark Rabinovich) for $119. It arrived after 6 days defective. I contacted the seller and he said to send it to a factory repair facility in Texas at my expense; foolishly I did that. Shipping and insurance was $8. It came 6 weeks later and still not repaired. Thus it's over 45 days then. I contacted the seller and he said send it back to him at my expense. Another $8. Then his only offer to relove was for em to remit him another $50 and he would replace it. I asked for another option, he refused. Take or leave it. I called ebay and asked for help and they said sorry it's been over 45 days and we have no responsibility. The seller has the watch I am out $135. I have contacted ebay corporate and the scum bag seller via emails over 50 times to no avail. Never got a response. I wrote many letters to ebay corporate with no response. The seller has kept the funds and teh defective watch... G-D him and ebay for running such scams... And deceiving buyers that they are protected in some way... But only in a 45-day window.

I filed complaints with CA Attorney General for both seller (located and operating in CA) and ebay and received no indication they were following up... No reply even when I sent emails asking what up with my complaints. It appears CA attorney general is ebay's bi-otch.

We buyers need a class action suit against ebay to correct their scummy business practices.

Ebay is thus risky business and no Governmental agency even cares that ebay is fleecing customers and allowing sellers to cheat buyers with impunity. They need to eb punished with heavy fines.
