Steve Runyan Bad Service, Bad Design, Aweful Bussiness

My fiance and I needed invitations for our wedding. We found a company online that provided envelopes through independent agents. We contacted our closest agent to ask about purchasing envelopes. The agent who we contacted has a business called MAIN EVENT ADVERTISING AND DESIGN in Harlingen, Texas. We met owner Steve Runyan at his office on October 27th to discuss envelopes. He had the envelopes we liked and also offered to create for us the invitations we wanted. Steve told us he would send us (via e-mail) examples of invitations and we could email him back our preferences. Steve promised to design the invitations to our specifications. Steve gave us a verbal agreement to have the invitations designed to our specifications by the 13th of November. He wrote us an invoice for the envelopes and invitation design. We paid Steve with a check a total of $128.00, which was half of the agreed total amount. We began correspondence with Steve for the design of the invitations. This is where we encountered the first problems. After each e-mail Steve sent, we replied immediately with a response as to how we would like the invitations to be changed according to what we liked. However, Steve was very slow to respond to the changes we requested. The deadline of November 13th came and went. Correspondence was still taking place until the 21st of November. On that day, I called and asked Steve what was taking so long and why he had missed the deadline by a week. He then complained that the reason it was taking so long was because we wanted to change his design. He blamed us for the invitations not being completed by the due date. He also stated if we wanted them done at all he was going to charge double. I told him we were not going to pay him anymore because we did not have the design we wanted or the envelopes that he was supposed to order. Steve did not give the $128.00 back and when we asked him for a refund he refused. Steve did not provide the design and envelopes we had ordered.
