Ripoff dishonest ripoffs receiving wrong bills and threats

I ordered AT&T local phone and DSL service in Jan. 2003.
When I placed the order I emphasized that I need this account with frozen long distance service because I have a teenager in my household and much better off with her using calling cards.

When I got the agreement it stated that I have AT&T long distance service. Called Customer service multiple times about this problem - no results! After I sent several e-mails I was confirmed that long distance service on my phone # (718) is frozen.

In February - March I got bill for $546.89! $431.60 of this bill was for long distance calls! It still was possible for my teen to make long distance calls!

In addition, the phone calls she could've placed using her regular calling cards from 5 to 10 cents per minute was charged by AT&T over $4 a minute!

I called Customer Service and representative seemed to be polite and tried to help: she said we could meet in the middle, she'll adjust rates for those long distance calls. She stated final amount I should pay: $199.83 out of over $546.89 and I paid the same very day 05/07/03.

I asked two more times if this in fact is a final amount to make sure there is no misunderstanding.

The rate after adjustment was still unusually high. And once more: the account was suppose to be frozen for long distance!

The next bill I got (Apr 15 - May 14) stated that I have unpaid balance of $130.63.

Since May I keep calling Customer Service explaining the story again and again; and every time I am told that the manager will call me back but no one ever did. Meanwhile I continue receiving wrong bills and threats to disconnect my DSL and phone service.
