Unfair Deposit Policy due to Monopoly

I am in the process of moving to Murfreesboro, when I went to set up my electricity, they told me my deposit would be $850 due to the previous tenants excessive use and inability to pay their bills.

I have never had a problem with my utility bills, maybe not perfect with my other unnecessary bills, but utilities have always been paid on time. I tried to negotiate with them to try and reach an understanding, but they were not willing. I just want a reasonable deposit that i can afford, and not be judged by the previous tenants, who were a foster family with about 10 people living in the house.
